The Harry S. Truman Memorial VeteranÂ's
Hospital (HSTMVH) serves veterans throughout the state of Missouri and a full
range of primary and medical/surgical services are offered. Patient care,
research and teaching opportunities are available. The HSTMVH is affiliated
with the University Of Missouri School Of Medicine. Faculty Appointment
Opportunity. Faculty track and rank will be determined based on qualifications

This position is located at the Waynesville, MO Community Based Outpatient Clinic (CBOC)

This is a! n Excepted Appointment. Excepted
service positions have be! en exempt from the requirements of the competitive
service by law, Executive Order, or OPM Regulation (5 U.S.C. 2103 and 5 CFR
part 213). Public Law No. 108-170 converts this occupational series from the
competitive civil service to the Hybrid Title 38 employment system.

Tour of Duty : Monday thru Friday; 7:30 am to
4:00 pm or 8:00 am to 4:30 pm

experience and recommend the step at which the candidate will be placed in that
specific grade. The salary is based on the grade and step approved for the
selected candidate.

Background and-or Security Investigation required DUTIES:
Serves as an Advanced Medical Support Assistant
in Primary C! are. Patient care is delivered in a team based model known as the Teamlet.
S/he works as a member of the Teamlet including a Registered Nurse Care
Coordinator, a Licensed Practical Nurse/Licensed Vocational Nurse and a Primary
Care Provider. The Teamlet provides the majority of the healthcare needs for an
assigned panel of patients. The Teamlet works collaboratively with other
members of an expanded health care team including pharmacists, social workers,
dieticians, behavioral health staff, etc. to provide a robust interdisciplinary
approach to care. Important interfaces and collaborations also occur with
larger health care system providers including VA and non-VA specialists,
hospitals, diagnostic and treating facilities, and community based programs.

Duties include but are not limited to:
·
Responsible
for identifying incomplete encounter information and communicating findings to
providers to facilitate ! accurate workload credit and revenue collection.

·
Front
line contact with patients and staff, the incumbent sets the tone for
perception concerning quality of healthcare services at the VA.

·
When
records are received, the incumbent will ensure that all necessary
health/administrative information are integrated into Computerized Patient
Record System (CPRS).

·
Perform
receptionist duties, customer service and other duties assigned for the proper
and timely treatment of patients and maintains appointment schedules for one or
more outpatient clinics.

·
Screen/receive
phone calls in a courteous and timely manner, determine the nature of requests
and provide the information desired using privacy rules and established clinic
processes.

·
Support
patient safety standards through correct identification of all patients through
use of two forms of identification! , Veterans Identification Card (VIC) and full
Social Security Numbe! r.

·
Respond
to urgent or emergent written (faxed) requests for medical information from
hospitals and/or doctors.

·
Administrative
subject matter expert within the Teamlet and therefore has significant
responsibilities within that team.

·
Responsible
for the development and management of a patient registry system which will be
used by all Teamlet/expanded team members to provide health care.

·
Provide
medical administrative support to one or more outpatient clinics and is an
integral member of the outpatient clinic team to effectively carry out
day-to-day administrative operations of the clinic.

QUALIFICATION
REQUIREMENTS: VA Handbook 5005/53, Part II, Appendix G45, Medical Support
Assistant Qualification Standard, dated June 7, 2012

Basic

Requirements:
• U.S.
Citizenship: To be elig! ible for appointment in VHA, an applicant must be a
citizen of the United States (U.S.), except as provided in 38 U.S.C. 7407(a)
and subparagraph (2).

• English Language Proficiency: Medical Support Assistants in VHA that are
appointed under authority of 38 U.S.C., chapter 73 or 74, must be proficient in
written and spoken English

• Physical Examination: Selected
candidates for this position must undergo a pre-employment medical examination
and be found suitable to perform the essential duties of a Medical Support
Assistant. (These medical exams are conducted by the VA at no cost to the
candidate).

• Experience and Education: (1)
Experience. Six months experience of clerical, office or other work that
indicates the ability to acquire the particular knowledge and skills needed to
perform the duties of the position; or (2) Education. One year above high
school; or (3) Experience! /Education Combination. Equivalent combination of
experience and ed! ucation are qualifying for entry level for which both
education and experience are acceptable.

• Certification: None required.

GS-6 Qualification
Requirements

In addition to meeting the basic
requirements, applicant must have: One year of experience equivalent to the
next lower grade level (GS-5) experience working in a Medical
Center/Hospital/Doctor's office updating and verifying demographic information,
scheduling appointments, collecting insurance information, data entry,
administratively managing consultation requests and the electron waiting list,
and notifying the patient of his/her scheduled appointment. (To receive credit
for these skills, they must be documented in your application/resume.)

KNOWLEDGE,
SKILLS AND ABILITIES : In addition to meeting the minimum qualification
requirements, selectee must fully demonstrate your Knowledge, Skill and Ability

meet deadlines, ensuring compliance with established processes, policies, and

formats and presenting data to various organizational levels.

3.
Advanced
knowledge of the technical health care process as it relates to access to care.

4.
Advanced
knowledge of managing a clinic. This includes independently utilizing reference
sources, decision making, and empowering the team to collaborate and resolve
problems within a complex systems environment.

5.
Advanced
knowledge of! policies and procedures associated with operational activities
tha! t affect the patient flow, patient care, and the revenue process.

6.
Advanced
knowledge of medical terminology due to the technical nature of language
utilized by clinicians.

GRADE

DETERMINATIONS:
Creditable Experience: (1) Knowledge of Current MSA Practices. To be
creditable, the experience must have demonstrated the knowledge, skills, and
abilities (KSAs) associated with current MSA responsibilities. Experience
satisfying this requirement may be paid/non-paid employment as a MSA. (2)
Quality of Experience. Qualifying experience must be at a level comparable to
MSA experience at the next lower grade level. For all assignments above the
full performance level, the higher level duties must consist of significant
scope, administrative independence, complexity (difficulty) and range of
variety as described in this standard at the specified grade level and be performed
by the incumbent ! at least 25% of the time. (3) Part-Time Experience. Part-time
experience as a MSA is creditable according to its relationship to the
full-time workweek. For example, a MSA employed 20 hours a week, or on a
1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks
of service.
